Our experience relates to design and management of construction structures such as highways, bridges, roadways, residential communities, shoreline protection, waterbody rehabilitation, stormwater, airports and buildings.

In 1997, Ms. Lockhart, became the President of TSPE. For the next 15 years, Ms. Lockhart and her management team successfully led a team of engineers that specialized in all aspects of aviation (airport) planning and design. During this time, TSPE completed hundreds of airport projects from Florida to New York. Our airport clients included international hub facilities, municipal airports and small, privately owned airports. During the two decades in which TSPE specialized exclusively in aviation, Ms. Lockhart created solid working relationships within the FAA Eastern Region and, in particular, with New York Airports’ District Office.

In 2013, Ms. Lockhart began working towards expanding and pursuing other lines of business outside of aviation. Later the same year, Ms. Lockhart chose to bring on Management Staff with technical and business expertise with New York State and other New York City agencies. In 2017, TSPE acquired a competing consulting firm to strenghten their position in the industry. Today, Ms. Lockhart and her professional associates draw upon their unique and vast experience to facilitate the company’s continued growth. Ms. Lockhart remains the President of TSPE, and manages all contracts, business decisions and day-to-day operations.

Robert Ervolina P.E., LEED AP
Executive Vice President

Mr. Ervolina is the Principal / Executive Vice President responsible for managing construction and engineering for both public and private clients locally and nationwide. He provides our cleints with extensive experience having managed a large variety of infrastructure improvement and private development projects.

He is in charge of all ongoing infrastructure construction management and inspection projects for agencies including NYSDOT, NYSTA, NYCDDC, NYCDOT, and various municipalities. Types of projects within the scope of his department include highways, bridges, roadways, shoreline protection, water and sewer lines and utility infrastructure.
