NCDPW is undertaking a major repair/replacement/dependability overhaul of its 70 MGD Bay Park Wastewater Treatment plant following the devastation of Super Storm Sandy. As part of the construction program, the NCDPW is performing multiple projects simultaneously in order to comply with the deadline requirements for the more than $800,000,000 in federal aid, predominantly from FEMA. Under the E-1 Electrical Distribution System Improvements Contract, Nassau County DPW is constructing three new Electrical Unit Substations in new facilities situated above the design flood elevation for future catastrophic storm events.

As a member of the Hazen & Sawyer / Arcadis Program Management team (the JV), performed as the Construction Liaison, and monitors the work activities of the Design Engineer of Record (DER), Construction Manager (CM), Resident Project Representative (RPR), (Inspector), and Construction Contractor (CC). In this particular case, the Phase E-1 contract for the construction of three unit substations (USS 3, 4, & 5), replacement of site wide electrical distribution equipment, demolition of obsoleted equipment and facilities, and relocation and reconstruction of power supply, motors and controls of facilities slated to remain for a total construction cost of $28,674,700. Providing program level coordination and guidance, performs quality assurance over-site for compliance with the contract documents, and facilitates communication among all project team members to resolve any issues that may arise. Ensures that all parties comply with the requirements of the construction management manual (CMM), and electronic project management information system (PMIS) record keeping requirements.

Management of the construction of the $20.7 million facility that serve as the Nassau County Crime Investigation Unit. The project includes offices, laboratories, an automotive unit and firing range, including all the MEP supporting these spaces.

Responsibilities include managing the general contractor as well as their 21 sub-contractors, ensuring that the work is completed as per the contract documents; coordination of construction logistics within a facility that operates 24/7; act as the Liaison between the contractor and the project management team, chairing the progress meetings, verifying the contractor invoices, and developing work-around strategies to resolve construction conflicts; manage a staff comprising of inspectors, estimators and schedulers ensuring the project scope schedule and budgets are upheld.

Responsibilities include for the review and analysis of all scheduled work by the multiple contractors on site, to assess the impacts on airport operations with regards to facility and tenant operations, safety, revenue generation, and the all critical passenger experience. Critical emphasis is placed on proper work planning, scheduling, coordination, consideration of contingencies, and timely and accurate communications between the client, engineers and contractors.

Current construction projects include demolition and construction of a new central terminal building, concourse and aircraft gate facilities, a central heating and cooling facility, parking garage structures, airport roadway and bridge modifications, water, sewer, gas, electric and communications utilities, stormwater and drainage, environmental remediation, permit compliance, and a new electrical substation.
