As the Prime, TSPE is providing paving inspections to assist the Highway Engineering Division in its monitoring of paving contractors during the annual paving season. Our inspectors oversee daily operations, collect tickets, inspect placement of asphalt, ensure temperature for placement is correct, lift thickness is in conformance with specifications, asphalt is properly compacted, oversee the implementation of any repairs to puddling or grading problems and oversee any materials or performance testing. TSPE is also performing first order title and boundary surveys and road construction topographic and stake out surveys.

Tasks include: Maintain daily inspectors reports and material quality records. Monitoring of construction schedule. Review concrete and asphalt yields. Issue notices to contractor. Record time and materials in cases of disputed work. Track project schedule. Resolve homeowner’s concerns. Calculate item totals and prepare contractor payments for Town of Hempstead Approval. The scope of work for this project included: Installation of all new concrete curb and gutter. Installation of ADA compliant pedestrian ramps. Installation of new driveway aprons both reinforced and unreinforced. Full depth pavement reconstruction 2 feet from new concrete gutter. Milling of existing asphalt pavement. Placement of new 1.5” Asphalt wearing course. Installation of new thermoplastic and new epoxy coated pavement markings. Installation of new topsoil and sod around all new concrete work. 

Town of Hempstead Department of Engineering: Road Improvement Peapond Road, Pacific Street – Bellmore, NY, Gold Street – Wantagh, NY (Construction Cost: $1,567,465): This job is mixed in place base course and a section of 2.0” 36DX-M binder course and 1.5” 36E wearing course. All ramps to be replaced. Curbs and aprons to remain except where noted. Installed new curb and gutter, aprons and pedestrian ramps. Regrout various catch basin walls.

Issue notices to contractor. Record time and materials in cases of disputed work. Track project schedule. Resolve homeowner’s concerns. Calculate item totals and prepare contractor payments for Town of Hempstead Approval. The scope of work for this project included: Installation of all new concrete curb. Installation of ADA compliant pedestrian ramps. Installation of new driveway aprons both reinforced and unreinforced. Milling of existing asphalt pavement. Mix-in-place base course was performed and injected with emulsion. Placement of new 3” binder course. Placement of new 2” Asphalt wearing course. Installation of new thermoplastic and new epoxy coated pavement markings. Installation of new topsoil and sod around all new concrete work.

Town of Hempstead Department of Engineering: On Call Construction Management and Inspection Services: Road Improvements – Evans Avenue, Vermont Avenue and Bayfield Blvd, Oceanside and Seawane Ave Area, East Rockaway (Construction Cost: $2,029,425.00): This project includes installation of all new ADA compliant pedestrian ramps, installation of new curb and gutter and new driveway aprons. Full depth reconstruction of all roads will be included in this project. Installation of RCA will take place after the road has been excavated. On top of the RCA there will be a layer of asphalt binder followed by a layer of Top asphalt. Miscellaneous line striping will be installed at various locations. Top soil and sod are to be installed wherever needed around new concrete curbs and aprons.

Town of Hempstead Department of Engineering: Reconstruction of Hewlett Lane: This job is mixed in place base course and a section of 2.0” 36DX-M binder course and 1.5” 36E wearing course. All ramps to be replaced. Curbs and aprons to remain except where noted. Installed new curb and gutter, aprons and pedestrian ramps. Top slab for catch basins were reconstructed. 

Town of Hempstead Department of Engineering: Road Improvement Nostrand Avenue Area: This job is mixed in place base course and a section of 2.0” 36DX-M binder course and 1.5” 36E wearing course. All ramps to be replaced. Curbs and aprons to remain except where notes. Rebuild catch basin walls at Sta. 07+62 L/S. Regrout catch basin walls at Sta. 02+38 L/S, 04+78 R/S, 08+07 L/S/

Town of Hempstead Department of Engineering: Road Improvement Cumberland Avenue Area: This job is mixed in place base course and a section of 2.0” 36DX-M binder course and 1.5” 36E wearing course. All ramps to be replaced. Curbs and aprons to remain except where noted. Regrout catch basin walls at Elizabeth Sta. 03+24 R/S.

Town of Hempstead Department of Engineering: Road Improvement Project Garden Place, West Hempstead, NY: This project provides all new curbs, gutters, aprons and ramps. This job is mixed in place with a section of 2.0” 36DX-M binder course and 1.5” 36E wearing course.

D038296: TSPE, as Prime, is providing construction inspection services for this “1R” project including milling 2” of the existing asphalt riding surface and replacing it with new hot mix asphalt. Road shoulders and ramps are included as well as isolated full depth pavement repairs and new pavement markings. The project corrects existing pedestrian deficiencies in the road or at the road interface with the pedestrian access route to meet current ADA requirements and Department Standards by installing and/or upgrading sidewalk curb ramps. Drainage work also includes frame and grate adjustment and/or replacements, clearing of blocked pipe, cleaning of drainage structures and other work as existing conditions dictate. ITS elements such as traffic loops within contract limits will be replaced in kind under this project.

Provided construction inspection services for this NYSDOT contract, to provide a median barrier system on both I-496 (Exit 70-73) and NY Route 27 (Exit 59-66), to address the future potential for high severity crossover accidents.

This project improved the overall safety of the roadway by reducing the possibility of median crossover accidents and upgrading existing barrier. The improvements included a new cable median barrier system. In addition, existing median rail at bridges and sign structures were placed, replaced and/or upgraded as necessary. Minor clearing and grubbing was also necessary.

Provide Construction Inspection Services for the NY112 3R, Granny Road to NY25 project.

This project will improve safety and mobility in the section of the NY Route 112 from Granny Rd. to NY Route 25, in the community of Coram in Town of Brookhaven, Suffolk County, NY. The proposed improvement is a reconstruction of NY Route 112 to provide a three lane highway section with one lane in each direction and with a center two way left turn lane for improved traffic flow and reduced accidents.

Improvements include raised medians, added turn lanes, positive drainage, a new skid resistant pavement surface, new regulatory and street name signs, bike lanes in both directions, continuous curbing, new sidewalks connecting to existing pedestrian facilities, all new pavement markings, and traffic signal upgrades and replacements including installation of pedestrian signals with countdown timers. Privately owned facilities, such as utility poles and aerial utility lines as well as underground utilities, will be relocated as necessary by their respective owners. Inspectors may be required to work nights and weekends.

Provided construction inspection of the reconstruction of bridge carrying I-87 Major Deegan Expressway over Route 908F Mosholu Parkway, in Bronx County, NY.

Major elements of the reconstruction included: demolish and dispose of existing 8-inch reinforced concrete deck and steel superstructure; erect 118 ft wide and 120 ft long new steel superstructure with continuous steel girder; place rebar for new 9-inch reinforced concrete deck and pour concrete deck slab; construct a new ADA pedestrian ramp structure; demolish and dispose existing reinforced concrete pavement, median barrier, lamp post and closed drainage system with pipes and catch basins; install new median barrier and lighting system; construct new closed drainage system; relocate electrical conduits; removal and planting of trees and landscaping; extensive MPT.
